ParticipantCheck the Turbo for over-run maybe (listen for a whirring after the engine is switched off), could be a sign of the bearing going.

What do you mean by tailpipe? The back box?
You use the word chrome, my advice, would be avoid it, chrome is porous, and is usually on mild steel, with 6-9 months, rust will be showing through.

A Cupra/Sport Exhaust will fit the FR.
However, if you are referring to a Cupra R exhaust, it will fit, but will not sit quite right in the bumper cut-out
The facelift cupra (known as Top Sport on the continent) 1.8 20vt (2002-2004) and the FR 1.8 20vt (2004-2005) are essentially the same car.
SEAT phased to Cupra out when the Cupra R was released, changed a few of the options and equipment, and re-badged it FR

ParticipantHammerite is OK, just don’t do track days, as if you get the brake stupidly hot, it will discolour
I have used e-tech heat resistant caliper paint in the past, with good results

ParticipantLowering a MkII 30mm shouldn’t be an issue, Eibach Sportline springs should do the job.
I do know Leon owners who have put coilovers on and gone way lower
On a side note, the MkIV Golf suffered this anti roll bar rubbing when lowered, as did the MkI Leon, as they shared the same chassis/platform, not so much of an issue on the MKII
